About Us

Donna was appointed to the position of President of the Catholic Foundation of North Central Louisiana on February 11, 2026.  She retired from the Rapides Parish Sales & Use Tax Department in July 2023 after serving 29+ years, over 25 of which were as the Tax Administrator. Donna was actively involved in the development of the Uniform Local Sales Tax Code (UTC) which codified all local sales and use tax ordinances into one state law.  After the creation of the UTC, she was appointed by the Governor as the first Chairperson of the Louisiana Uniform Local Sales Tax Board. Donna also had the pleasure of serving on the Louisiana Remote Sellers Committee, Uniform Return & Remittance Advisory Committee and as two-time President of the Louisiana Association of Tax Administrators. Prior to employment with Rapides Parish, she worked in Public Accounting with Easley, Lester & Wells, CPAs. 
 
Donna graduated from Bolton High School and obtained a BS degree in Business with a major in Accounting from Louisiana State University.  She successfully passed the CPA exam and became licensed in 1993 & was actively involved in the Louisiana Society of Certified Public Accountants local chapter serving as Secretary/Treasurer, VP and President.  Donna also served the State Society LCPA by volunteering for various state committees.
 
Donna and her husband Dale are life-long residents of Rapides Parish and have been married since August 1991.  They have one son, Hunter (Lindsey) and they are expecting their first grandchild in August of this year. They enjoy traveling the country with our RV, hunting & fishing.

Joeseph Hebert is Past President and dedicated 36 years of service to the Catholic Foundation.  Joe’s vision and commitment have brought us to our present position.  Since 2007, Joe’s work with The Foundation has attributed over $2,267,200 in distributions to Catholic entities in our diocese. His work has assured our success and ability to help families continue to leave a legacy.  

Joe is married to Yvette Eleazar Hebert.  Joe and Yvette have been members of Our Lady of Prompt Succor since moving to Alexandria in 1985. Joe worked as an accountant for Ratcliff Construction for 36 years as well as his tenure with The Foundation. Joe and Yvette have been active members of Our Lady of Prompt Succor Church during this time.  They have one son, Brian Hebert (Julia) and two lovely daughters, Leslie Contreras (Alex), and Renee Hebert. They are the proud grandparents of eight wonderful grandchildren, Amelia, Stuart, Evan, Grant, Ethan, Jack, Nicholas, and Benjamin.

In addition to Joe’s work at The Foundation, he has been an active member of The Center for Action and Contemplation. The CAC is designed to help deepen prayer practice and strengthen compassionate engagement in the world.

Becky Crooks is a career banking executive with 44 years of experience in the financial services industry. She currently serves as Vice President in the Commercial Banking Group at Red River Bank where she is honored to be one of the original team members who helped open the Bank. Becky has a passion for serving others in her work and in her community.

She is an active leader in civic and faith communities of Central Louisiana. She currently serves as Chairman of the Board for The Catholic Foundation and is a member of the Board of Directors for St. Mary’s Residential Community Services. She previously served on the boards for Relay of Life, Better Business Bureau, and The Central Louisiana Arts Council. Mrs. Crooks and her husband Wendell, are active parishioners at St Rita Catholic Church where she serves as a Lector.

Michael “Mike” Bordelon is married to Jan Bordelon and together they have two grown children.  They attend Our Lady of Prompt Succor Church in Alexandria, LA as well as St Augustine Catholic Church, Isle of Brevelle, Louisiana.

Mike is a Certified General Real Estate Appraiser and a Licensed Real Estate Agent with the State of Louisiana.  He is a member of SRA Appraisal Institute, the Greater Central LA Realtors Association and the National Association of Realtors.

He enjoys serving his community and his churches.  He is a current and past member of multiple organizations.  Mike is currently serving as a Board Member of the Catholic Foundation of North-Central Louisiana, Chairperson for the Alexandria Board of Adjustments and Appeals and a past member of several local civic organizations.

Michael Deville is a retired Army colonel who served in the Louisiana National Guard for over 27 years culminating with his retirement as Camp Beauregard Training Center commander in 2012.  Remaining in the Pineville community at the time with his wife Theresa and their two daughters, he began a second career serving the Louisiana Military Department in Contracting and Purchasing until his retirement in August 2026.

Michael has remained active in the Central Louisiana community serving at various times as a Red River Waterway Commissioner, Pineville Rotary Club President, and Foundation Board member.  He and his family attend Our Lady of Prompt Succor Church in Alexandria.

Graham Kramer, a native of Alexandria, currently serves as President of John Kramer & Son Funeral Home.  He is a member of St. Francis Xavier Cathedral Parish where he served as a member and Past President of the Parish Council.  He is a Past President of the Serra Club of Alexandria and has served on the Board of the Catholic Foundation of North Central Louisiana for 41-years.  Graham is married to Nell Shehee of Shreveport and has a daughter, Sarah Kramer. 

Sarah Kramer, a native of Alexandria, is the Secretary/Treasurer of John Kramer & Son Funeral Home. She is a graduate of Huntingdon College in Montgomery, AL and earned her master’s degree in health administration from the Medical University of South Carolina in Charleston, SC. She is serving her first term as a member of the Board of the Catholic Foundation of North Central Louisiana and is a past Board Member of the CHRISTUS St. Frances Cabrini Hospital Foundation. Currently, she is a Board Member of River Oaks Art Center in Alexandria.

John Ed is a lifelong resident of Marksville, Louisiana.  He and his wife, Tiffany Ritchie Laborde have three children and six grandchildren.  John Ed is a graduate of Louisiana State University, Baton Rouge with a Bachelor of Science degree and has been the owner of Panaroma Foods, Inc since 1984.
John Ed and his wife are members of St. Joseph Catholic Church where he serves as a Trustee and a member of the Finance Council and Pastoral Counsil.  He is President of St. Joseph Cemetery Association #2, member and President of Sacred Heart School Council of Moreauville, member of Marksville Knights of Columbus #1217, and Marksville Lions Club.  He is a former Councilman and Mayor of Marksville.  John Ed also is a member of the Avoyelles Rotary Club and is a member and former President of the Marksville Chamber of Commerce.

Lee Moreau has been married to his wife, Brandi Moreau, for 16 years, and together they are raising their two sons, Bryce (14) and Cayson (12).

As a third-generation manager of Lloyd N. Moreau LLC, a drywall contracting company based in Pineville, Louisiana, Lee is committed to continuing his family’s legacy of quality craftsmanship, integrity, and hard work.

In 2022, Lee was ordained to the Permanent Diaconate in the Diocese of Alexandria. His faith, family, and dedication to serving others are at the center of his life, both personally and professionally.

Deacon Richard Mitchell was ordained a permanent deacon for the Diocese of Alexandria in 2012. He currently serves the Diocese as Vice Chancellor, Director of Development and Stewardship, and Director of the Office of the Permanent Diaconate. A native of Alexandria, Deacon Mitchell is dedicated to advancing the mission of the Church through faithful leadership and stewardship. He and his wife, Nicole, are proud lifelong residents of Alexandria and cherish spending time with their family.

A native of Alexandria, Anne moved to New Orleans after graduating from Menard High School to attend Loyola University.  

She began her career with Deloitte & Touche in 1985, spending 8 years in the audit department. In 1993, Anne moved to Hibernia National Bank, and served as the Accounting Policy & Control Manager.  After the acquisition of Hibernia by Capital One in 2005, Anne began her own practice providing consulting services to small businesses and instructing continuing professional education for CPAs across the country.
 
In 2009, she began working with her father, Emile Oestriecher, III, as a partner with  Oestriecher Financial Management Services, providing a full range of financial planning services to individual and small business clients.  In 2011, she completed the requirements and passed the examination to become a Certified Financial Planner^TM.  OFMS serves a wide range of clients including individuals, trusts, and small businesses by offering financial planning, cash flow management, investment management, education planning, retirement planning and estate planning services.
 
In June, 2026, Anne sold the business to her current partners, and retired from full time practice.  She and her husband are moving to Kinder to spend time with their grandchildren while enjoying retirement.
 
Anne is very active in her community, serving on several committees of the Society of Louisiana CPAs, serving as Treasurer for Boy Scout Troop 6 and serving in several roles with the Cystic Fibrosis Foundation.  She is also on the Board of Directors for the Catholic Foundation of North Central Louisiana and volunteers with Catholic Charities.  She is a lifelong member of St. Frances Cabrini Church and with the upcoming move, will be active with St. Philip Neri Church in Kinder.

Henry is married to Catherine Balthazar Rachal.  They have been together for 47 years.   They are the parents of two children and are the proud grandparents of five wonderful grandchildren.
 
Henry retired from the banking industry after a distinguished 44-year career.  He and his wife are members of St. Augustine Catholic Church Isle Brevellein Natchez, Louisiana.    He currently serves on the church’s finance council and is an Altar Server and Extraordinary Minister.  Henry is a member of the ACTS Core team, Diocese of Alexandria Vocations Board, and the Catholic Foundation Board.

Ben is a private banker with Red River Bank.  He is active in some of Alexandria’s most important educational, religious, community and civic efforts.  A member of the Board of directors for Alexandria Country Day School, Ben also provides leadership to children through his role as ambassador in the Teach Kids to Save program.  He is a leader in the ACTS retreat program through Sacred Heart Church and as an avid outdoorsman, is active in the Hunters for the Hungry program.

Mark is a “cradle catholic” from Church Point, LA who lived in the Alexandria/Pineville area for over 45 years.  Mark and his wife, Tommie, recently relocated to Broussard, LA to be near their daughters and grandchildren.
Mark and his family have served the Diocese of Alexandria, Our Lady of Prompt Succor Parish and the ACTS Ministry in various capacities over the past 45 years.  Mark continues to serve on the Diocesan Finance Council, various non-profit organizations in Rapides and Lafayette Parishes, is now a lector and eucharistic minister for Sacred Heart of Jesus Parish in Broussard and enjoys participating in ACTS Mission Retreats designed to introduce parishes within Louisiana and in neighboring states to the ACTS Ministry. 
Mark is a partner in the Faircloth, Melton, Bash & Green law firm and his practice focuses primarily on Estate Planning, commercial and governmental law. 

John H Wolf is a financial advisor with Edward Jones, with more than 25 years of experience.  He and his wife, Courtney, are the proud parents of three children, Emily, Joseph, and Abigail.  An active parishioner of Sacred Heart Church, John is past Chairman of both the Finance Council and Pastoral Council and a member of Knight’s of Columbus Council #14657.   He has a bachelor’s degree from Louisiana State University and enjoys traveling, hunting, fishing and football.

Bishop Robert W. Marshall, Jr. was born on June 17, 1959, in Memphis, Tennessee. A graduate of Catholic schools, Bishop Marshall attended St. Michael School, Christian Brothers High School, and Christian Brothers University, all in Memphis. He obtained his law degree from Memphis State University (now the University of Memphis) and practiced law for twelve years in both St. Louis, Missouri and Memphis.

Discerning a call to priesthood, Bishop Marshall studied at Notre Dame Seminary, New Orleans, Louisiana, and received a Master of Divinity degree in 2000. He was ordained to priesthood on June 10, 2000, at the Cathedral of the Immaculate Conception in Memphis by the Most Reverend J. Terry Steib, S.V.D.

Bishop Marshall has served in parish ministry in a number of parishes in the Diocese of Memphis, most recently as the pastor of Cathedral of the Immaculate Conception, Memphis, until he was appointed by Pope Francis on April 21, 2020, to be the thirteenth Bishop of Alexandria.

In addition to his work in parishes, Bishop Marshall also served the Diocese of Memphis as a Master of Ceremonies for Bishop Steib, a member of the Presbyteral Council, the College of Consultors, the Priest Personnel Committee, the Diocesan Pastoral Planning Committee, and the Bishop’s Annual Appeal Steering Committee. He was the delegate of Archbishop Joseph Kurtz who served as the Apostolic Administrator of the Diocese of Memphis for five months and he served Bishop David Talley and the Memphis diocese as Vicar General.

Bishop Marshall was ordained and installed thirteenth bishop of Alexandria by Archbishop Gregory Aymond, on August 20, 2020, at St. Francis Xavier Cathedral in Alexandria.

Dr. Paul D. Coreil was appointed Chancellor of LSU of Alexandria effective October 25, 2019 after being appointed Interim Chancellor of LSU of Alexandria effective June 1, 2019.  He also served as the LSUA Interim Chancellor from February, 2013-February, 2014.  He officially retired from the chancellor’s position on July 1, 2026.  His focus at LSUA was on the development and implementation of major workforce development initiatives important to Central Louisiana through emphasis on growing degree offerings and enrollment.  A major priority has been the implementation of an LSUA Marketing Plan devoted to increasing university visibility, student enrollment, student retention, graduation rates and student career success. Prior to his LSUA appointment in 2013, he served in the position of Vice Chancellor of the LSU Agricultural Center and Director of the Louisiana Cooperative Extension Service (LCES), a position he held from September, 2001-February, 2013 when he officially retired. Upon retirement he was named LCES Director, Vice Chancellor and Professor Emeritus by the LSU Board of Supervisors. He has also served in several previous positions within the LSU Agricultural Center, beginning his Extension career as a Sea Grant Assistant Area Agent in Fisheries and Wildlife for Cameron and Calcasieu Parishes in 1978. He also served as Parish Chair of the Cameron Parish Extension Service office from 1987-1992.

Dr. Coreil was appointed as Wetlands and Coastal Resources Specialist for LCES/Sea Grant in 1992 and served in that capacity until 1998.  In 1998, he assumed the position of Wetlands Administrator for Burlington Resources (formally Louisiana Land and Exploration Company - L,L & E – the largest private coastal landowner in Louisiana), managing over 600,000 acres of fee title coastal wetlands owned by the company.  In 1999, he returned to the LSU AgCenter as Assistant Director for Environmental Programs, a position he held until being named Extension Director in 2001.  He served as Chair the Association of Southern Region Extension Directors in 2006; he also served as Chair of the eXtension National Governing Committee – a committee that oversees the development of a national web-based information system covering a variety of topic areas important to a diversity of public and economically important interests.  Dr. Coreil also served as the Chair of the National Extension Committee on Organization and Policy (ECOP) in 2009.

Dr. Coreil received his Bachelors of Science in Zoology from the University of Southwestern Louisiana; both his Master’s Degree (in Wildlife Management) and PhD (in Extension Education & Natural Resource Economics) are from Louisiana State University. His Master’s research at Rockefeller State Wildlife Refuge in Cameron and Vermilion Parishes included a radio telemetry study of habitat preferences and activities of nutria in southwest Louisiana.  His PhD research was focused on landowners’ perceptions related to wetland regulatory policy in coastal Louisiana.   The recipient of numerous awards, Dr. Coreil received the Coalition to Restore Coastal Louisiana’s Coastal Stewardship (Professional Category) Award, the LSU AgCenter Chancellor's Diversity Leadership Award and the Association of Southern Region Extension Directors (ASRED) Excellence in Leadership Award.  He also served on the state 4-H Foundation Board of Trustees and is a past member of the Board for the Louisiana Wildlife Federation. He was inducted into the Louisiana 4-H Hall of Fame in 2015 and into the National 4-H Hall of Fame in 2017. In 2022 he was also inducted in the Louisiana Agricultural Hall of Distinction and in 2026 he and his wife Arlene were presented with the Downtown Alexandria Rotary Club’s prestigious Service Above Self Award as a couple.

Dr. Coreil was born and raised in Ville Platte, Louisiana and has been married to Arlene Pitre Coreil, also from Ville Platte, for 51 years.  They are the parents of 3 children; Abram Luke who is deceased, and two living adult children – Dr. Ashley Coreil Record, a dermatologist in Zachery, LA, and Adam Paul Coreil, a cyber security computer analyst for a major business corporation in Dallas, Texas.  Paul is an avid hunter and fisherman, spending as much of his free time at his lake house on Lake St. John in Concordia Parish. He enjoys volunteering for his church (St. Rita’s Catholic Church in Alexandria, LA), supporting 4-H youth education related programs, and fundraising on behalf of everything LSUA across the state. He has also been blessed with three wonderful grandchildren, Lillian, Abram, and Lucien.

Rae has served Central Louisiana in the banking community for over 50 years.  She retired from Red River bank in 2014 after 50 total years in banking.  Rae’s professional success is only part of her story. She has dedicated her life to faith and service, a dual member of the Catholic Daughters for St Rita as well as Our Lady of Prompt Succor.  Rae serves as Eucharistic Minister and serves on the Bereavement committee and Acts Team.  She is a Trustee of St Rita and a member of the Parish Finance Council.  Recently Rae was recognized as the 80’s Distinguished Woman of the Year by the YWCA- Decades of Women program for her outstanding achievements. Rae was also recognized as Member of the year in 2025 for the Catholic Daughter of the Americas, St Rita Court Bishop Desmond.  

Rae has 3 children and 6 grandchildren who she enjoys spending time with and she also enjoys painting, scrapbooking and volunteering. 

Joseph (J.B.) Treuting is focused primarily on the practice of personal injury law, with a concentration on insurance, uninsured motorists and Workers’ Compensation.

He was admitted to the Louisiana Bar in 1985 and admitted to practice before the U.S. Court of Appeals, Fifth Circuit; and the U.S. District Court, Eastern, Western and Middle Districts of Louisiana.

J.B. received a Bachelor of Science degree from Louisiana State University in 1981. He earned his law degree (Juris Doctor) from Tulane University in 1985 and attended the Legal Clinic at Tulane Law School from 1984 – 1985.

He also served as Law Clerk to the Honorable P.J. Laborde, Louisiana Third Circuit Court of Appeal from 1985 – 1988. J.B. is a member of the Avoyelles Parish Bar Association, Louisiana State Bar Association and American Bar Association. He is also a member of the Louisiana Trial Lawyers Association and the Crossroads Inns of Court Executive Committee.

J.B. was born in New Orleans, Louisiana in 1958. He serves as Chairman of the Board for Court Appointed Special Advocates (CASA) of Avoyelles and is also involved in the CENLA Food Bank and Catholic Foundation of North-Central Louisiana. In addition, he is active in the CENLA ACTS program. 

He and his wife, Mary were ecstatically married for almost 40 years until her death on January 4, 2024.  They are the proud parents of three handsome and engaging sons who married virtuous and beautiful brides. JB is a member of St Joseph Catholic Church in Marksville, LA.

Wanda Campo is a former small business owner who owned and operated Fine Print LLC in Alexandria, Louisiana. Wanda worked alongside her husband Jerry, who was the Founder of the company for 4 decades.   After passing the business along to her family, she is now retired and living in Natchez, Louisiana.  Wanda is an active member of St. Augustine Catholic Church in Isle Brevelle, and currently serves as Spiritual Coordinator for the St. Augustine ACTS Core team.   Wanda enjoys spending her time with family, serving her Parish and sharing her Catholic faith.

Wilbert P. Carmouche has dedicated his professional and personal life to serving the people and communities of Avoyelles Parish. He has served as Executive Director of the Avoyelles Commission of Tourism for 30 years, working to promote the history, culture, traditions, and people of Avoyelles Parish.

A lifelong parishioner of Our Lady of Lourdes Catholic Church in Fifth Ward, Wilbert has remained actively involved in his faith and community. His service has included leadership with the Knights of Columbus, as well as involvement with numerous civic, cultural, and community organizations throughout Avoyelles.

Wilbert believes that true leadership is rooted in faith, service, and a willingness to help others. He is honored to serve on the Catholic Foundation Board and looks forward to helping strengthen the Church’s mission and its commitment to the people and communities it serves.
